What is the PHCA

Park Hills Civic Association has documentation (thanks to former president, David Schwiesow) that goes back to the early 1940s.  The boundaries specified below are scanned from PHCA letterhead used as early as 1946:

Before Park Hills Civic Association was re-activated in 2006 (thanks to the immediate past president, Alan Bowser) PHCA appears to have been in a period of dormancy, during which Seven-Oaks Evanswood Citizens’ Association enlarged its service area to be contiguous all the way to Wayne Avenue.  The resulting history means that PHCA and SOECA share an overlapping region, jokingly referred to as the “doubly-served zone.”  The fact that two public schools – Sligo Creek Elementary and Silver Spring International Middle – lie in the heart of this zone is no doubt a good thing.

Park Hills Civic Association also has a Facebook page.

PHCA holds quarterly meetings at Silver Spring International Middle School, as well as a neighborhood barbecue usually in late summer.   Park Hills Civic participates in twice-yearly clean-ups of Sligo Creek, as well as the county’s Adopt-a-Road program for Sligo Creek Parkway between Wayne Avenue and Piney Branch Road.  For the last three years, Park Hills Civic Association has also marched in the county’s Thanksgiving Parade.

The civic association is a purely voluntary effort, and your $10 annual dues directly supports all of these efforts on behalf of our community.  If you prefer to pay by personal check, our Treasurer, Nina Vucenik, is only too happy to receive it:
